LUDINGTON — A Scottville man was arrested Tuesday and charged with three counts of delivery of morphine and one count of being a habitual offender, fourth offense. Ray Thomas Kelly Jr., 40, 203 S. Crowley Street, was arrested by State, Sheriffs’, Chiefs’ Enforcement of Narcotics Team (SSCENT) while he was leaving a residence in the 200 block of North Emily Street Tuesday. The felony charge against him include two counts of delivery of a narcotic, 50 grams or more, but less than 450 grams, which is punishable by up to 20 years in prison and/or a fine of $250,000; plus a third count of delivery of a narcotic, less than 50 grams, which is punishable by up to 20 years in prison and/or a $25,000 fine.

Kelly faces a possible life sentence for being a habitual offender. He has a long list of felony convictions including:

  • A 2012 conviction of stealing/retaining a financial device without consent in Mason County. He was sentenced to one to eight years in prison.
  • Two 2007 convictions of breaking and entering a building with intent in Oceana County. He was sentenced to two to 20 years in prison.
  • Two 2007 convictions of breaking and entering a building with intent in Mason County. He was sentenced to two to 20 years in prison.
  • He was also previously convicted for delivery/manufacturing of narcotics.

 

Kelly was arraigned Wednesday afternoon in 79th District Court with a bail amount of $25,000 cash/surety. He is scheduled for a preliminary examination on June 8 at 11:15 a.m.
