Scottville set to approve rental inspector contract.

SCOTTVILLE — Scottville City Commission is expected to hire a rental property inspector when it meets today for its regular meeting. Last month, the commission passed a rental property ordinance (see related story). The city’s staff is unable to implement the program in-house due to the size of the staff. The city put out a request for proposals and received one proposal back from I Inspect LLC of Manistee, owned by Mark Niesen. City Manager Amy Williams said Niesen had been the building inspector for the City of Manistee for several years and also worked as an inspector for Manistee’s rental inspection program. Now, Niesen contracts with Spicer Group, the company that oversees Manistee’s rental inspection program.

“Mr. Niesen has many years of experience with this type of work and is ready to administer our program,” Williams stated in a pre-meeting report. “As we’ve talked about in the past, we are sub-contracting this out completely. Mr. Niesen will provide us with reports so we know what is going on, but he will be in charge of all the paperwork and finances, as he will be paid directly. No money will flow through the city on this program.”

Williams said the city’s finance committee has reviewed Niesen’s proposal and is recommending the commission approve it.
