Repeat sex offender sentenced to 10-30 years in prison.

LUDINGTON — A 34-year-old Ludington man was sentenced to 10-30 years in prison for sex crimes involving minor children Tuesday, Aug. 15, in 51st Circuit Court.

Robert Lee Carr, of 614 E. Dowland St., pleaded guilty June 22 to child sexually-abusive material – manufacture; using a computer to commit a crime; and second-offense second-degree criminal sexual conduct (CSC.)

“This is his fourth CSC conviction,” said Mason County Prosecutor Paul Spaniola, citing a previous first-degree CSC conviction and a second-degree CSC conviction when he was a juvenile and then a third-degree CSC conviction in 2000 that yielded a six to 15 year prison term.

The prosecutor described Carr’s historical abuse of “several young children. Quite frankly, I’m rather speechless how an individual can do that time and time again is lost on me.”

The prosecutor read portions of an emotional allocution by the children’s mother.

“My kids are scared all the time,” the mother wrote. “They do not want him to be able to do that to anyone else again.”

Carr’s sentence includes lifetime electronic monitoring.

“He regrets what occurred,” said Carr’s attorney David Glancy. “He admitted responsibility. By taking the plea, he did not put the children through any additional trauma.”

When asked if he had any comments, Carr said he did not wish to speak.

The crime occurred Oct. 30, 2016. Carr has remained lodged in the Mason County Jail on a $75,000 cash/surety bond since his arrest.

“Both your history as well as the admitted criminal action show that the only alternative in this case is long-term incarceration,” Judge Susan K. Sniegowski, stressing that the court needs to “keep the community safe.”

Sentencing guidelines in the case are 87-181 months, Spaniola said.

Sniegowski gave Carr credit for 195 days served in jail. She sentenced Carr to 10-30 years for counts one and two and 10-22 1/2 years for the third count. All sentences run concurrently.
