PUBLIC NOTICE

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

Notice is hereby given that on or about June 24, 2026, Mason County will request the Michigan State Housing Development Authority (MSHDA) to release Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974, as amended, for the Mason County Home Repair Program.

The program will provide rehabilitation and improvement assistance to owner-occupied, single-family residential units located throughout Mason County. Specific project sites and repairs will be determined as eligible properties are identified. The project includes $1,736,000 in CDBG funding and $52,000 from other sources, for a total estimated project cost of $1,788,000.

The proposed activities are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. A Tier I environmental review found no significant adverse impacts related to the Clean Air Act, endangered species, explosive and flammable operations, or farmland protection. Site-specific Tier II environmental reviews will be completed as project locations are identified.

The Environmental Review Record is available for public review at Mason County, 5300 W. U.S. 10, Ludington, during regular business hours. Written comments regarding the environmental review may be submitted to Mason County, 304 E. Ludington Ave., Ludington, MI 49431. Comments must be received by June 19, 2026.

MSHDA will accept objections to the release of funds and environmental certification in accordance with 24 CFR Part 58 following submission of the request. Objections must be submitted to MSHDA-CDBG, 735 E. Michigan Ave., Lansing, MI 48912.
