
Electric unicycles are becoming popular forms of transportation.
LUDINGTON — Changes to how bicycles and so-called “coaster toys” are regulated in the City of Ludington will be up for discussion during tonight’s City Council meeting.
The council meets at 6 p.m. at the Ludington Municipal Building, 400 S. Harrison St.
A key action item comes from the City’s Public Safety/Public Utilities Committee, which will present Ordinance No. 588-26 addressing bicycles and devices such as skateboards, roller skates, roller blades and similar recreational equipment.
Under the proposed ordinance, a “coaster toy” is broadly defined as devices including skateboards, in-line skates, roller skates and certain non-motorized or low-powered rideables. The definition can also include motorized or electric versions of these devices, as well as similar equipment used for recreation or short-distance travel.
According to the council packet, the ordinance is intended to modernize city code that was last significantly updated in 2004. Officials say increased use of electric bicycles and various coaster-type devices has led to more conflicts in public spaces and highlighted gaps in current regulations.
The proposed changes would update definitions to reflect newer technology and expand and clarify where bicycles and coaster toys may be operated. The ordinance outlines where these devices are restricted, including certain downtown sidewalks and waterfront pathways, while allowing use on designated recreational trails and in parks where permitted.
Additional provisions address safety, including right-of-way rules, speed considerations and requirements for lighting and visibility in certain situations.
City staff say the goal is to improve safety for pedestrians, riders and motorists while maintaining consistency with state law.
The ordinance stems from a 2025 workgroup made up of residents, business owners and cycling enthusiasts formed to recommend updates and improve safety margins community-wide.
In addition to the ordinance, the council is expected to consider contract approvals for mowing and weed control services, review bids for city maintenance work, hear updates from city administration and committees, and take public comment.
The bicycle and coaster toy ordinance is listed as an action item, meaning the council could vote on adoption following discussion.
