Scottville commission to consider city manager contract, DDA resignation

March 20, 2026

SCOTTVILLE — The Scottville City Commission will consider a proposed employment agreement with the city manager and the resignation of a Downtown Development Authority leader when it meets Monday.

The commission is expected to review a proposed contract between the city and City Manager Clarence Goodlein. The agreement outlines compensation, benefits and job responsibilities, including a base salary of $90,000 along with health insurance, retirement contributions and other provisions.

According to the meeting packet, the agreement does not include reinstatement of the city’s previous defined benefit pension plan but does include a defined contribution to the Municipal Employees’ Retirement System (MERS). The proposal also reflects adjustments in duties and responsibilities requested by city administration.

Commissioners will also consider accepting the resignation of Joseph Knowles from his positions as chairman and board member of the Scottville Downtown Development Authority. Knowles submitted his resignation effective March 12, citing concerns about leadership and indicating he believes stepping down will allow projects to continue without interruption.

In other business, the commission will receive a report from the University of Michigan’s Center for Local, State and Urban Policy regarding the fiscal health of local units of government.

The meeting will begin with public comment on agenda items, followed by correspondence, reports and new business. A second public comment period will be held later in the meeting.

The Scottville City Commission will meet at 6 p.m. at the Scottville Area Senior Center, 140 S. Main St.
