Ludington City Council to consider clean energy program, training contract

LUDINGTON — The Ludington City Council will consider establishing a new clean energy financing program and approving a multi-year employee training contract when it meets Monday, March 23, the city’s municipal building.

The meeting will include a presentation on the Property Assessed Clean Energy (PACE) program, a financing tool that allows commercial and industrial property owners to fund energy efficiency and renewable energy improvements through private capital.

City Manager Kaitlyn Aldrich said the program, offered through Lean & Green Michigan, could help encourage redevelopment while improving sustainability and reducing operating costs for property owners. The program would have no direct financial impact on the city.

Council is expected to hear a presentation from Lean & Green Michigan CEO Mary Freeman and could choose to move forward by adopting a resolution of intent and setting a public hearing.

Also on the agenda is consideration of an ordinance approving a three-year agreement with HSI for a learning management system to provide employee safety training across multiple city departments. The system is intended to standardize training, track certifications and expand access to online learning tools.

In other business, council will consider approving a transportation service agreement with the West Shore Educational Service District for senior center transportation services, along with a local governing body resolution for charitable gaming for the Ludington Baseball Club.

The council will also review routine items including approval of minutes and payment of bills, along with committee and staff reports. Total expenditures for the current period are approximately $500,560, including accounts payable and prepaid expenses.

The meeting will begin with public comment, followed by the consent agenda and committee reports. A second public comment period will be held near the end of the meeting.

The Ludington City Council meets at 6:30 p.m. at the municipal building, 400 S. Harrison St.
